Hi. I ended up cutting and pasting the plugin and ran it on my own branch to merge. I didn't add to the CI, but added info in the readme what to do as the local compile will fail - must like the java-format plugin. Thanks! merged as bcb559a |

Add Maven License Plugin to pom.xml
Add a step to check the license headers in continous-integration.yml.
Apply the license plugin to all Java sources.
